Since the occurrence of blood safety incidents in France and other countries in the 1980s, the World Health Organization and the governments of the United Kingdom and France have attached great importance to blood safety, and have studied the occurrence mechanism and intervention mechanism of blood safety risks through adverse blood transfusion (donation) monitoring. Publish blood transfusion adverse reaction reports (such as the British annual SHOT report), warn of possible blood safety risks, and continuously improve the ability and level of blood safety risk prevention and control. In 2009, under the advocacy of the World Health Organization and others, the International Blood Alert Alliance (IHN) was established to advance the research on the blood safety risk early warning system academically. At present, more than 30 countries or regions around the world have established blood safety risk early warning systems.

In 2016, under the support of the Medical and Health Innovation Project of the Chinese Academy of Medical Sciences, the expert teams of the Chinese Academy of Medical Sciences Peking Union Medical College Hospital, Cancer Hospital, Fuwai Hospital, Institute of Basic Medicine, Blood Transfusion Research Institute and Beijing Red Cross Blood Center rely on the Chinese Academy of Medical Sciences. The Key Laboratory of Adverse Blood Transfusion Reaction, together with peers in the industry, established the "China Blood Transfusion Adverse Reaction Research Alliance" (also known as the China Blood Early Warning Alliance). With the purpose of reducing adverse reactions of blood transfusion, starting from improving blood safety and reducing irrational blood use, and focusing on the main factors affecting the safety and effectiveness of blood transfusion, carry out basic, clinical and applied research, improve blood transfusion efficacy, reduce medical costs, and contribute to blood safety risks. Provide scientific and technological support for the construction of the early warning system.

After five years of hard work, the alliance team has published more than 150 research papers, analyzed and summarized the background of common adverse reactions of blood transfusion (donation) in my country, studied its occurrence and development mechanism and intervention mechanism, and developed a new method of adverse blood transfusion reactions in my country. Standards and guidelines for classification, grading and correlation, and finally published my country's first "Report on Adverse Blood Transfusion Reaction in China", which provides basic data and scientific and technological support for the systematic establishment of my country's blood safety risk early warning system. The research results have been recognized and praised by the global industry, and the team has become a formal member of the International Blood Alert Alliance (IHN), and has entered the ranks of advanced countries on the international blood safety alert map.
